The Mbarara city South Member of Parliament-MP, Hon. Mwine Mpaka has been cited in the ongoing harassment of media activists in Mbarara city, who are being targeted, arrested and prosecuted for demanding better service delivery.
Mpaka, who was recently dropped as the head of Parliamentary Committee on Trade, Industry and Tourism has also been accused by his former tight opponent, Mr. Emmy Mbarebaki of the National Resistance Movement-NRM for allegedly harassing his supporters ahead of 2026 General Elections. Mwine Mpaka was one of the NRM Parliamentary Committee Chairperson dropped following President Museveni and NRM CEC directive removing all parliamentary committee chairpersons and deputies, as corruption scandals rock parliament.

Locally, Mpaka has been widely accused by activists including his long-time critic, Mr. Bright Muhumuza of National Unity Platform-NUP and other non-partisan activists for allegedly compromising local police and court, and funding City South Mayor Jomo Mugabe, Kakoba ward lady councilor Lillian Kusiima and Kisenyi ward councilor Garubanda Johnbosco and others to harass media activists including a one Rajab Sansa and his colleague Mayanja Haura who were recently arrested and charged. Hon Mpaka recently challenged whoever is accusing him of incompetence to do what he has not done.
Mr. Modern Kalaka one of the lawyers of the accused confirmed that they were remanded to Kyamugorani prison by Mbarara court on July 11, 2024 over hate speech. They are expected to return to court on July 22, 2024 but their lawyers are applying for production warrant.
Sources indicate that Kakoba ward lady Councilor Lillian Kusiima was insulted that she bleached herself, but became ‘half-bleached’, and Kisenyi ward Councilor Johnbosco Garubanda was insulted that he is a brutal money lender harassing locals. Sources add that Mbarara city south mayor Jomo Mugabe was insulted that he is greedy and jealous that is why his children never attain any higher levels of education like degrees.
Bright Muhumuza, one of the local politicians and a media activist accused the incumbent leaders like Mpaka for calling public concerns over poor service delivery an insult, yet they have be accountable.
“When you become a leader, you are a public property. You must be held accountable,” Bright added.
