Uganda aims to support innovation ecosystems by integrating Information and Communication Technologies (ICT) into education national policies.
The integration of educational technology in Uganda’s teaching and learning processes has been lacking proper regulation due to the absence of a dedicated policy. Despite the presence of the National Information and Communication Technology (ICT) policy, there has been a significant gap in providing strategic direction for its application within the education sector in Uganda.

Recognizing the critical role that ICT systems play in enhancing education and fostering innovation, stakeholders in Uganda continue to strategize on the integration of digital technologies into the nation’s educational framework.
The continued engagements since May 14, 2024 when a meeting was convened mark a bold step towards the creation of the country’s comprehensive policy on the use of digital technologies in educational institutions. The policy guidelines are expected to address longstanding gaps that continue to hinder ICT integration into the education sector.

One of the biggest drivers for the attainment of Sustainable Development Goal-SDG4 is increased investment in and access to education technologies. UNESCO stands committed to assist in ensuring that the necessary legal frameworks are put in place to support these initiatives.
SDG 4 is a commitment to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” which is a a pivotal driver for positive change, emphasizing the transformative power of education in fostering a sustainable and equitable world.
The Permanent Secretary Ministry of Education and Sports, Dr. Jane Egau says organizations like UNESCO should be commended for supporting the education sector pursuit of the digitization agenda.
Charles Draecabo, the National Senior Projects Coordinator at the UNESCO Project Office, emphasizes the crucial role of education technology in achieving SDG4, which aims to provide inclusive and equitable quality education and promote lifelong learning opportunities for all. He affirms UNESCO’s commitment to supporting the education sector in Uganda, stressing the importance of establishing relevant legal structures to back efforts towards effective implementation.

Current Legal Framework in Uganda. The existing legal frameworks in the country, including the National ICT Policy, encompass several laws and regulations designed to govern and prevent the misuse of technology across various sectors. However, these legal instruments fall short of addressing the specific concerns and needs related to the integration of ICT within the educational context. This gap highlights the necessity for a dedicated policy that focuses on leveraging ICT to enhance educational outcomes and ensure the effective and responsible use of technology in schools in Uganda.
