The Mbarara City South Deputy Resident City Commissioner, Moses Aruho has ordered the arrest of City Engineer Melina Kekijusyo who failed to monitor the construction of three classroom block at Bugaashe 1 primary school in Nyakayojo Mbarara city south division.

Aruho led a team of Mbarara city leaders who had gone for commissioning ceremony at the school on Tuesday, October 18, 2022 but he refused to commission it after detecting shoddy work in this development project.

Mbarara City contracted Sango Bay Technical Engineering Company Limited to construct a three classrooms block at Bugaashe 1 Primary School after receiving UGX97million from the central government in the 2020/2021 financial year, and the contractor was expected to complete the project in June 2021. The contractor partially handled the job and disappeared from the site after receiving half payment.

According to Jedius Karetwa, the Mbarara City Deputy Inspector of Schools, the contractor was advanced UGX70 million with the balance meant to be cleared upon completion but the contractor vanished from the site without completing the work.

This has hindered services at the school that has enrollment of 428 pupils, since primary seven pupils now study with their primary six colleagues due to a shortage of classrooms. The works look complete but the floor and some walls have already developed cracks even before the project handover.

The head teacher, Medius Mushabe is also concerned that the biggest challenge is completing the syllabus for the upper classes since teachers have to wait for their colleagues to complete their lessons to allow them to use the same classroom.

The City Engineering Department has been directed to continue following up bills of quantity in contracts awarded to contractors so that they can deliver the quality work.
