The Mbarara district L C 5 chairperson Didas Tabaro Tumwesigye has locked horns with the outgoing Chief Administrative Officer-CAO Edward Kasagara over different accountability gaps and corruption red flags as the latter prepares to head to Rubirizi district where he has been transferred to.
During the Mbarara District Public Accounts Committee (PAC) on Tuesday, June 27, 2023 at Kamukuzi, the bitter Tabaro directed the district internal auditor to audit Kasagara over misuse of office since he stubbornly ignored issues which were raised before him during the PAC meeting.
RISE NEWS UGANDA has established that the outgoing CAO allegedly connived with a one Nelson Mugumya, the acting town clerk Rubindi-Ruhumba town council to swindle the town council local revenue instead of remitting it to the town council’s account,which prompted the LC 5 chairperson to write a letter directing him to investigate the matter but instead he kept the letter to himself.
Tabaro further disclosed that the district has been receiving reports that the outgoing CAO doesn’t pay rent, and he now owes the district rent arrears totaling Ugx2.5 million.
According to the outgoing CAO, he admits to having defaulted two months rent arrears which he committed himself to clear before handing over office. He declined to comment about the Rubindi-Ruhumba town council scandal since the matter is now before the Inspectorate of Government (IG).
Kasagara has been serving as the CAO Mbarara district since 2019, and has been transferred to Rubirizi district to serve in the same capacity.
