By Senior Global Citizen Barnabas Taremwa Bwaniaga, 01/09/2026. My dear Son Honourable Kabanda,
These are voices from Elders forum; You went public and made serious allegations against Mr. Odrick Rwabwoogo concerning issues of public accountability. I believe these matters should not be allowed to become personal. The issues you have raised are important and, if substantiated, potentially very serious.
To begin with, PACEID is a public entity in which taxpayers have a legitimate interest. Its structure, operations, expenditures, and accountability must therefore conform to the laws of Uganda and the established procedures governing public institutions.
Regarding the payments to businesspeople who lost money in South Sudan, it is important to establish the facts. If the Government of Uganda approved compensation, then the public deserves clarity on the legal basis, approval process, source of funds, and documentation supporting those payments.
The issue of land at Nshaara Ranches also requires evidence-based discussion. The land was gazetted as government land in 1965.
However, over the years, various individuals have reportedly gone through different legal processes to acquire portions of the land. Your allegations appear to suggest that Mr. Rwabwoogo acted improperly or behind closed doors and that the land is being misused. If that is the case, the relevant documentation should be made available so that the public can independently assess the matter.
The public has been waiting for Mr. Rwabwoogo’s response to these allegations, but so far, there appears to have been no substantive public response. At the same time, there are people who believe that the allegations you have raised may be baseless. The best way to resolve this disagreement is not through speculation or personal exchanges, but through evidence.
Honourable Kabanda, if you have the facts, why not put them on the table?
Let us start with the land. Land acquisition and ownership are matters that can be established through documentation. Present the relevant titles, agreements, gazette notices, correspondence, approvals, or other official records and allow the public to examine the evidence.
The same principle should apply to PACEID. An institution with such a significant public budget must have records and documentation supporting its expenditures and decisions. If there are irregularities, the evidence should be presented so that the appropriate authorities can investigate and take action.
Therefore, Honourable Kabanda, I respectfully urge you to provide documentary evidence to substantiate the allegations you have made. You are the one who brought these accusations into the public domain against a serving public official, and consequently, the burden is on you to demonstrate that the allegations are supported by facts.
Public accountability is too important to be reduced to personal accusations. If there is wrongdoing, let the evidence expose it. If there is no evidence, then the responsible thing would be to clarify the record or retract the allegations.
Let the facts speak. Let the documents speak. Let accountability prevail. By Barnabas Taremwa Bwaniaga, Senior Global Citizen.
